Dominica seeks private investors for its ports to rely less on citizenship by investment revenue

Prime Minister Roosevelt Skerrit said in his National Day address that Dominica is exploring private investment in its cruise, cargo and ferry facilities to reduce reliance on citizenship by investment revenue and borrowing, WIC News reports.

Dominica is exploring private investment in its cruise facilities, cargo port and ferry terminal, Prime Minister Roosevelt Skerrit said in his National Day address on 3 November at Windsor Park Sports Stadium, WIC News reported on 4 November. According to the report, the aim is to reduce the country's reliance on revenue from the Citizenship by Investment Programme and on borrowing.

Under the proposed partnerships, investors would bring capital and expertise while the government would contribute land and other assets. The prime minister directed ministries to consult stakeholders by 18 November 2026. Following talks in Washington, a delegation from the US International Development Finance Corporation is expected in Dominica later in November to look at investment opportunities, including major infrastructure.

On air access, Skerrit said American Airlines is preparing to fly a larger aircraft to Dominica; the report gives no aircraft type or start date. The government aims to finalise an Open Skies Agreement with the United States by the end of 2026. The international airport under construction at Wesley employs more than 400 Dominicans and is scheduled for completion in the first quarter of 2028; Skerrit said it is being built without loans that would have to be repaid.

According to the report, Dominica recorded its highest number of stayover visitors in 2025, and its latest cruise season was the strongest in 15 years. More than 3,000 hurricane-resistant homes have been built, and the government plans to issue land titles to the families living in them.

What it means

The address sets out plans rather than signed agreements: the port partnerships are still at the consultation stage, and the report gives no figure for the investment sought and no terms for the Open Skies Agreement. It does not announce any change to the Citizenship by Investment Programme itself.
